About the Financial and Operations Group

The Financial and Operations Group (FOG) provides a range of services to NSW Treasury and the NSW Public Sector, including:

• finance and business performance management
• the production and publication of the Total State Sector Accounts
• the production of monthly financial reporting and analysis of the general government aggregate financial results and provision of the aggregates financial reporting for the Budget and Half Year
• the stewardship for the sector on financial management and accounting policy including capability support and compliance/performance management and delivery of the Recurrent Expenditure Gateway Assurance program
• the provision of technical accounting advice to the sector including capability support, liaison with other jurisdictions and liaison with relevant national and international accounting bodies
• being responsible for the Risk Assurance and Internal Audit function for NSW Treasury including stewardship of the areas across the sector via a cluster Audit & Risk Chair Leadership forum
• the corporate finance, Communications, Executive and Ministerial Services, Procurement Governance, and facilities management functions for NSW Treasury.

The Role

Provide leadership, vision, direction and structure to the financial operations and decision-making of all agencies within the NSW Treasury Cluster. Support the delivery of infrastructure and services in NSW through the provision of expert advice in financial management.  Strengthen the State’s finances through the provision of assurance and regulatory frameworks that support financial control, effective decision making and delivery of high quality and timely information.  Lead and manage centres of excellence that support cross sector financial management and financial governance. Act as a change agent to promote excellence in financial and accounting management.

The ideal candidate

• You are an experienced leader. Makes a difference by leading and directing the operations of the NSW Treasury Finance function and its resources to deliver timely and complete support for all finance matters including business partnering on divisional and team budgets and submission of requests for funding.
• You can deliver. Directs and manages the delivery of services to support the function and Treasury and is agile in being able to pivot to short term projects as required.
• You inspire people. Lead a high performing team to deliver timely and complete support to Treasury leadership and colleagues on all matters financial.
• You are a strategic thinker. You will identify, develop and implement necessary strategies to support the efficient use of the finances made available to Treasury to deliver on its goals.
• You have high standards. Lead the team by example to meet the highest standards of probity and public scrutiny and governance of the finances entrusted to the cluster.
• You are a collaborator. Partners with Treasury colleagues and agencies on finance matters.
• You are a trusted expert advisor. Provide expert, authoritative, strategic and well-balanced advice and recommendations to the Secretary, Leadership Team (LT), Chief Financial Operations Officer (CFOO) and Executive Leadership Team (ELT) on all matters pertaining to the NSW Treasury finances.
