Justice Health is the business unit of the Department of Justice and Community Safety (DJCS) responsible for the delivery of health services for persons in Victorian prisons and Youth Justice centres. In Victoria, health services to persons in custody are contracted to health service providers and Justice Health manages the relevant health service providers in line with the relevant contract agreement. Justice Health sets the policy and standards for health care in all Victorian prisons and Youth Justice centres and monitors and reviews the performance of health service providers. Justice Health is also responsible for facilitating an integrated approach to health service planning and service delivery, leading health prevention and promotion activities, and facilitating the release of health information to community health care providers, legal representatives and individuals.
Justice Health works in collaboration with the Department of Health and Human Services (DHHS), Corrections Victoria (CV), and Youth Justice (YJ) to ensure the effective transition of prisoners and young people back to the community (with particular focus on the health, mental health and AOD needs) and that mental health and alcohol and drug treatment services are provided to offenders on community based orders or parole.
About the role
The Health Services Contract Manager will lead and manage complex health contracts, primarily in relation to the delivery of health, mental health, and/or rehabilitation services to people in custody (and in the community for YJ community orders). The Health Services Contract Manager will be required to monitor provider performance and compliance with the contract, lead regular meetings with contractors and stakeholders to ensure the maintenance of service delivery and lead commercial negotiations with service providers. The Health Services Contract Manager is required to work closely with other key stakeholders both within DJCS and other key stakeholder organisations as is relevant.
As well as these substantive responsibilities, the Health Services Contract Manager will be responsible for managing a Contract Administrator resource, who supports the wider Contract Management Team and the General Manager, Contracts and Performance.

A relevant qualification in contract management or a related field is highly desirable. Commercial experience within the Health or Human Services Sector is highly desirable.
