What you'll be doing The Procurement Manager will drive and implement key procurement and contract strategies across NSLHD, perform complex strategic procurement analysis and reporting to identify opportunities for best practice procurement management, identify cost savings by interrogating procurement systems, performing spend analysis and exploring contract opportunities. 
The position will ensure procurement and contract practices have high level controls in place to manage the organisation’s procurement and contract risk, to reduce the likelihood of fraud and to ensure supply of goods and services to essential services areas meet operational demands.
The position will be responsible for applying a whole-of-government approach to procurement planning and contracts management with the implementation of strategies to leverage the District’s total spend and identify opportunities for more cost effective and efficient procurement. 
The role will require widespread stakeholder engagement and also ensure compliance with procurement and contract policies and guidelines while seeking to adopt innovative, best practice procurement solutions.
 
Candidates will need to meet the following:

  2. Tertiary qualifications in procurement, contracts, legal, business management or related field and/ or equivalent professional experience.
  3. Extensive procurement management experience with demonstrated ability to drive procurement and contracts process changes across an organisation.
  4. Demonstrated experience with procurement and contracts lifecycle strategies including initiation of procurement strategies and contract performance management.
  5. Demonstrated ability to work collaboratively with a range of stakeholders to achieve performance outcomes.
  6. Demonstrated capabilities in spend analysis and category management to initiate and drive procurement savings.
  7. Understanding of contract probity issues within a government setting and ability to calculate and minimise risk within contract management systems.
  8. Excellent communication, interpersonal and management skills with a proven ability to negotiate and resolve conflicting views to achieve required outcomes.
